Eagle Think Tank advocates for an equitable and transparent fiscal transfer system among Nepal’s federal tiers. This paper argues that current budget allocation methods limit provincial autonomy and weaken accountability. Supported by comparative studies from South Asia, it recommends revising the fiscal framework to reward performance and transparency. It also proposes regular citizen audits to enhance trust. The position reflects Eagle Think Tank’s broader vision of strengthening local governance and participatory democracy.
